Participation in the FIFA World Cup Qatar 2022™ Club Benefits Programme

Dear Sir or Madam,

Following the successful conclusion of the FIFA World Cup Qatar 2022™, we are pleased to provide you with the detailed procedure for the payments to be made to the clubs in regard to the Club Benefits Programme for the FIFA World Cup Qatar 2022™.

Calculation of payments

We refer to FIFA circular no. 1812 dated 11 October 2022 regarding the participation of clubs in the FIFA World Cup Qatar 2022™ Club Benefits Programme. In total, 837 players were selected across all representative teams that participated in the final competition of the FIFA World Cup Qatar 2022. Cumulatively, the players participated in the final competition of the FIFA World Cup Qatar 2022 for a total of approximately 19,086 days.

The distribution amount (a gross amount of USD 209 million) has been divided by the total number of days, which results in a rounded “per player per day” amount of USD 10,950 (subject to any taxes and deductions). The rounded amount of USD 10,950 is multiplied by the number of days that each player was at the final competition of the FIFA World Cup Qatar 2022, starting from the release of players for the FIFA World Cup Qatar 2022 and ending on the day following the last match of his representative team (“total per player”). It is not relevant whether the player played or not in any given match. The total per player is divided by three and distributed to the club(s) with which the player was registered during the two years before the final competition of the FIFA World Cup Qatar 2022 in accordance with the following:

  • • 1/3 is paid to the club with which the player was registered during the FIFA World Cup Qatar 2022 (i.e. during the period starting from the release of players for the FIFA World Cup Qatar 2022 and ending on the day following the last match of his representative team);
  • • 1/3 is paid to the club(s) with which the player was registered in the year before the FIFA World Cup Qatar 2022 (i.e. corresponding in principle to the 2021-2022 football season);
  • • 1/3 is paid to the club(s) with which the player was registered between one and two years before the FIFA World Cup Qatar 2022 (i.e. corresponding in principle to the 2020-2021 football season).

For the sake of clarity, in the event of any doubt or ambiguity regarding the above calculation, delays in filings and any unusual, specific or special cases, FIFA shall decide on the payment and allocation on a case-by-case basis and its decision shall be final.

Procedure

  • • Following the conclusion of the FIFA World Cup Qatar 2022, and based on the above parameters and on the relevant representative teams, FIFA has finalised the list of clubs that are entitled to participate in the FIFA World Cup Qatar 2022™ Club Benefits Programme (hereinafter the “Club List”).
  • • FIFA has reached out where necessary to the relevant member associations, as well as to clubs and players to assist and ensure the accuracy of the Club List. On receipt of the necessary confirmations/corrections identified by any of the parties concerned, FIFA calculated the amounts to be distributed to the clubs.
  • • Based on this final Club List, FIFA shall shortly contact member associations individually to inform them of the detailed amount to be distributed to each of the eligible clubs affiliated to their member association. This amount will then be transferred to the bank account of the member association, the responsibility of whom it will be to then redistribute this amount to their respective clubs in accordance with the detailed breakdown provided by FIFA.
  • • These amounts are due to the clubs. For the avoidance of doubt, neither the member associations nor the players who were released shall have any right of title to these amounts, and the member associations shall pass them on to the clubs without any deductions other than those required by local law, such as taxes.
