UCI statement on the eligibility of Russian riders at the Rio 2016 Olympic Games

Based on the decision of the International Olympic Committee (IOC) Executive Board requesting that each International Sports Federation determine the eligibility of Russian athletes able to compete in the Rio 2016 Olympic Games, the Union Cycliste Internationale (UCI) announces that it has communicated the information below to the IOC.

Following the publication of the McLaren Investigation Report, the UCI immediately sought information from the World Anti-Doping Agency (WADA) related to the sport of cycling and was informed that three riders named by the Russian Olympic Committee (ROC) to compete in Rio 2016 were potentially implicated. The UCI, through the Cycling Anti-Doping Foundation (CADF), is in the process of identifying relevant rider samples and is in close dialogue with WADA to move forward with these cases immediately. It has also passed the names of these three athletes to the IOC in the context of its Executive Board decision.

Three other riders who have previously been sanctioned for Anti-Doping Rule Violations have been withdrawn by the ROC.

In addition, the CADF has carried out a careful assessment on the other 11 riders named by the ROC to participate in Rio 2016 cycling events. After thorough analysis of the testing history of these riders and considering the scrutiny currently being applied to all of them, the UCI and CADF believe that this is sufficient for these athletes to meet the relevant requirement of the decision of the IOC Executive Board.

The examination has purposely not considered tests conducted by the Russian Anti-Doping Agency (RUSADA). Furthermore, it is also important to stress that since the publication of the Independent Commission Report in November 2015, the UCI requested that the CADF intensify testing of Russian cyclists – and this level of heightened testing will continue before, during and after Rio 2016.

The UCI is absolutely committed to protecting the rights of clean athletes at the Rio 2016 Olympic Games and beyond.

Déclaration de l’UCI concernant l’éligibilité des coureurs russes pour les Jeux Olympiques de Rio 2016

Suite à la décision de la Commission Exécutive du Comité International Olympique (CIO) de charger chaque Fédération sportive internationale de déterminer quels sont les athlètes russes éligibles pour participer aux Jeux Olympiques de Rio 2016, l’Union Cycliste Internationale (UCI) annonce qu’elle a communiqué les informations ci-dessous au CIO.

Suivant la publication du Rapport d’Enquête McLaren, l’UCI a immédiatement demandé à l’Agence Mondiale Antidopage (AMA) de lui fournir toute information relative au sport cycliste et a été informée du fait que trois coureurs désignés par le Comité Olympique Russe (ROC) pour participer à Rio 2016 étaient potentiellement impliqués. L’UCI, au travers de la Fondation Antidopage du Cyclisme (CADF), est en train d’identifier les échantillons des coureurs pertinents et maintient un dialogue étroit avec l’AMA pour traiter ces cas immédiatement. Elle a également transmis les noms de ces trois athlètes au CIO dans le contexte de la décision de la Commission Exécutive de ce dernier.

Trois autres coureurs qui avaient été préalablement sanctionnés pour Violation du Règlement Antidopage ont été retirés par le ROC.

De plus, la CADF a procédé à une évaluation minutieuse des 11 autres coureurs désignés par le ROC pour participer aux événements cyclistes de Rio 2016. Après une analyse approfondie de l’historique des contrôles de ces coureurs et au vu du degré de surveillance auquel tous sont actuellement soumis, l’UCI et la CADF estiment que ces deux conditions sont suffisantes pour considérer que ces athlètes satisfont aux exigences de la décision de la Commission Exécutive du CIO.

L’examen n’a délibérément pas pris en compte les contrôles conduits par l’Agence Antidopage Russe (RUSADA). Par ailleurs, il est également important de signaler que depuis la publication du Rapport de la Commission Indépendante en novembre 2015, l’UCI a demandé à la CADF d’intensifier ses contrôles auprès des cyclistes russes, et ce niveau renforcé de contrôle sera maintenu avant, durant et après Rio 2016.

L’UCI est absolument déterminée à protéger les droits des athlètes propres lors des Jeux Olympiques de Rio 2016 et au-delà.
